Mr. Tok is the attorney at law admitted by Cambodian Bar Association. He has extensive experience assisting both foreign and local clients across a wide range of legal matters related to Intellectual Property from starting up the business to company dissolution. His expertise spans multiple areas, offering clients guidance on issues such as due diligence for investment projects in mining licenses, power project planning, mergers and acquisitions, intellectual property prosecution and enforcement, data protection, and general advice on business licensing and commercial transactions.
He holds a Master’s degree in International Commercial Law from South Korea, where he was awarded a full scholarship. Mr. Garcia is a Registered Mechanical Engineer graduated from University of Santo Tomas. He finished his Master’s Degree in Public Administration in 2013 from Jose Rizal University as Civil Service Commission (CSC) scholar. He worked as production engineer in a multinational tire manufacturing company and in a Japanese semiconductor company during the first three (3) years of his career.
He started working at the Intellectual Property Office of the Philippines (IPOPHL) in 2002 up to 2014 as a Patent Examiner assigned in Civil and General Engineering Examining Division. He examined invention patent applications relating mostly to mechanical, construction-related, electronics, ICT and computer related applications.
As a Patent Examiner, Mr. Garcia has attended various IP and patent related trainings locally and abroad sponsored by the World Intellectual Property Organization (WIPO) and various national and regional patent offices in the world that includes European Patent Office (EPO), China National IP Administration (CNIPA), United States Patent and Trademark Office (USPTO), ASEAN Patent Offices, Korean IP Office (KIPO) and Japan Patent Office (JPO).
He is the former Division Chief of the Utility Model Examination Division (UMED) of the Bureau of Patents for 8 years from 2014-2022 and the former Chief of the Industrial Design Examination Division (IDED) from July 2022 to November 2023, also under the Bureau of Patents of IPOPHL. He was named by the IPOPHL Program on Awards and Incentives for Service Excellence (PRAISE) Committee as the Best Division Chief for Operations in 2022.

As the first Singaporean appointed as a domain name panellist by the World Intellectual Property Organisation, Kar Liang regularly adjudicates on domain name disputes under the Uniform Dispute Resolution Policy. Mr. Ahmed Hussain bin Tajuddin was appointed as the Chief Executive Officer of Malaysia Reprographic Rights Centre Berhad (MARC) in 2021. He spearheaded the efforts to form MARC as the new Collective Management Organization (CMO) that represents text, image and illustration copyright members in Malaysia. He played a vital role in an initiated-industry drive of One-Stop Centre for the administration and management of text, image and illustration copyright for over 15000 rights owners, one of the first in Malaysia. He oversaw the setting up of a new licensing team including capacity-building and discovering new focus-areas during and post-Covid19 as well as managing the overall legal advisory functions, enforcement rights owners rights as well as taking care of international relations with global affiliates together with WIPO and IFRRO. He also engaged and strategized communications with users in order to advocate the importance of having CMOs in reprographic sector together with a media, pressure groups, Malaysian Book Publishers Association (MABOPA), Authors Association, Children Pictorial Books Association (MYCPB), Universities Scholarly Publications Association (MAPIM), Comic Activist Associations (PEKOMIK). Apart from being appointed as CEO of MARC, Mr. Ahmad Hussain owns a publishing house specifically focusing on legal publications and works very closely with major law faculty universities in Malaysia.
